Good morning! It’s so nice to see you here in Baku. Thanks to our host “Ministry of Education of Azerbaijan” for strongly supporting the Tenth International Conference on MSEM. Specially, many thanks to Academician Asaf, President Adalat Muradov and President Mustafa Babanli for preparation this conference is so great. 

Over the past ten years, we tried our best to hold the conferences in Asia, America and Europe. Thank to the excellent organization of KIT, Universidade Nova de Lisboa, Drexel University, Quaid-i-Azam University, and so on, ICMSEM has been more and more influential in MSEM. Besides, with the great support of Prof. Asaf Hajiyev, Prof. Benjamin Lev, Prof. Mitsuo Gen, Prof. N. Sinpowalla, Prof. Syed Ejaz Ahmed, Prof. V. Cruz-Machado, and so on, this conference becomes more and more meaningful and makes a better difference all over the world. I would like to take this opportunity to express our sincere gratitude to all organizers and participants. We try to encourage the state-of-the-art research in the field of MSEM. More and more scholars are attending the conference and presenting their notable results. That means this conference gives us an opportunity to work together and make contributions to MSEM. 

In order to cater to the development of society, we insist to develop new experiments, technologies and approaches to promote the research on MSEM. With the coming of the information age, “big data” becomes a major trend of scientific research. After several years, it still catches many researchers’ eyes but calls for the better integration of optimization, statistics and data mining. These changes provide tremendous opportunities to improve MSEM. This conference covers 8 themes, which involves the main trend of MSEM, such as Intelligent Systems, Decision Support Systems, Manufacturing, Supply Chain Management, Computing Methodology, Project Management, Industrial Engineering and Information Technology. In order to solve the changes and challenges on MSEM, this conference invites 9 keynote speakers to give us wonderful talks in the following two days, including Prof. Gen Mitsuo, Prof. Asaf Hajiyev, Prof. Nozer Sinpurwalla, Prof. G. Falin, Prof. Benjamin Lev, Prof. TelmanAliyev, Prof. G. Duca, Prof. Rubayat Ul Islam Shibli and Prof. Syed Ejaz Ahmed. They will make their speeches aiming to solve the problems and also expand the range of application. I believe their speeches will provide us with new ideas and make some influences on MSEM. 

Welcome you, my honorable guests, and look forward to your excellent speeches. And welcome all participants from Portugal, Japan, Spain, USA, Canada, and so on. It’s your hard work and efforts that make this conference successful. I hope you will enjoy this feast and harvest the highly here.

Periodic table of elements shows the nature of elements grading rules, which makes it easier to find the new element. This grand discovery not only promotes the development of chemical sciences, but also guides the development of world. Dmitri Mendeleev, who has discovered the element periodic and made the periodic table of elements, was a schoolfellow of Azerbaijan State Oil and Industry University. It is my great honor to attend the conference here. I believe we can gain a lot here.

Baku is a famed historic and cultural city and also the transportation junction of Outer Caucasu. The world-known maiden tower and Vatican hill king's palace are in the directory of world cultural heritage. The old town of Baku has so many Characteristic Architectures. All of those witness a long history of Baku and the progress of human civilization. The tea and wine is also distinguished here. Before going back to home, we can buy some to take home. I wish also you may enjoy yourselves in Baku. It has beautiful scenery, delicious food and wonderful buildings here.

All in all, this conference will be a feast of academics, culture, and tourism in Baku. It will be a grand gathering of friendship and cooperation.
