It is my great privilege to welcome you to the Third International Conference on Management Science and Engineering Management (ICMSEM 2009), held here in the vibrant and culturally rich city of Bangkok, Thailand. On behalf of the organizing committee, I wish to extend our heartfelt gratitude to our local partners—the Asian Institute of Technology and Kasetsart University—for their unwavering support and professional dedication in hosting this important academic gathering.


This year’s conference marks another key step in the growth of ICMSEM as a global platform for innovation and exchange in Management Science and Engineering Management (MSEM). With over 125 peer-reviewed papers accepted from countries including China, the United States, the United Kingdom, Germany, Australia, Spain, Portugal, Turkey, India, and the United Arab Emirates, we are proud to bring together voices from around the world to share insights, compare methodologies, and explore emerging challenges in the field.


The proceedings of ICMSEM 2009 have been structured into eleven focused areas, covering a wide range of subjects—from Optimal Decision Making and Supply Chain Management to Ecological Engineering, Organizational Behavior, and Risk Management. These papers reflect not only the theoretical advancements in our discipline but also their direct relevance to real-world decision-making across industries and regions. I am also pleased to announce that all accepted papers have been published by World Academic Press and successfully indexed by ISTP and EI Compendex, enhancing their visibility and academic impact.


This year’s program is enriched by keynote lectures and thematic sessions that promote deep reflection on both established and evolving issues in MSEM. It is especially encouraging to see increased attention to interdisciplinary integration—bringing together operations research, behavioral sciences, and environmental considerations in management models. Our host city Bangkok, known for its dynamism, diversity, and connectivity, provides a fitting context for this intellectual convergence.


Beyond the academic sessions, I encourage you to make the most of your time here—through informal conversations, cultural experiences, and post-conference activities. The warm hospitality of Thailand offers not only comfort but also inspiration. Sometimes, the most lasting academic collaborations begin not in meeting rooms but over a shared meal or a scenic walk along the Chao Phraya River.


In closing, I hope ICMSEM 2009 will serve not only as a venue for presenting excellent research, but also as a forum for connection, reflection, and forward-thinking collaboration. Thank you for being here, for contributing your expertise, and for continuing to advance the frontiers of management science and engineering management.
