It is my great honor to welcome you to the Fourth International Conference on Management Science and Engineering Management (ICMSEM 2010), hosted at Chung Yuan Christian University in Taiwan, China. I would like to sincerely thank our hosts for their meticulous organization and generous support, which have made this important gathering possible.

This years conference has reached a remarkable milestone. We received a record 1,452 paper submissions from 45 countries across six continents—a clear signal of the growing global interest and engagement in the field of Management Science and Engineering Management (MSEM). After a thorough peer-review process, 125 high-quality papers were selected for presentation and poster display, reflecting both the academic rigor and practical relevance that this conference stands for.

The scope of this year’s proceedings is both broad and deep, encompassing diverse domains such as Supply Chain Management, Soft Computing, Uncertainty Theory, Risk and Emergency Management, and E-Commerce Supply Chains. From foundational theories to cutting-edge applications, the research presented here addresses the complexity and interconnectivity of today’s engineering and management challenges. We are pleased to note that the conference proceedings have been successfully indexed by ISTP and EI, ensuring their academic visibility and dissemination.

One of the distinguishing features of ICMSEM is its dedication to practical relevance. Through the ISMSEM Advancement Prize for MSEM, we continue to recognize research that not only advances theory but also tackles pressing issues in engineering practice. These awards represent our commitment to bridging the gap between scholarship and application—between the laboratory and the real world.

Beyond the technical program, this conference offers an invaluable environment for open dialogue, idea exchange, and interdisciplinary collaboration. Whether in the structured sessions or during the relaxed post-conference tours, participants have opportunities to build connections, challenge assumptions, and generate new insights. The cultural richness of Taiwan, China, combined with the academic depth of our program, creates a unique setting for intellectual growth.

This year’s gathering is more than a conference—it is a celebration of our shared mission: to enhance decision-making, optimize systems, and contribute to sustainable development through advanced research in management science and engineering. I encourage all of you to take full advantage of the sessions, discussions, and informal exchanges. Let this be a space where new ideas emerge, collaborations begin, and friendships are forged.

Thank you all for being here, and for your dedication to this growing global community. I wish you a productive, enlightening, and memorable time at ICMSEM 2010 in Taiwan, China.
